A Company has only 2 directors. Both are nominee directors. Are they required to file 24AA?

Yes. the two nominee directors must file Form.24AA with the Company. (DCA Clarification Letter No.8/19 (299)63-PR dated 20-9-1963).
There is no exemption for them.
Sec.299 casts duty on directors to disclose interest to their concerned companies. See, there is no difficulty to comply with Sec.299, as it only says to disclose the interest by a form.

nominee director have to file form no 24AA . acc to 274(1)(g)and 297 its have it make clear that he is not disqualified in any manner if he is in public company.

Yes it is mandatory to get it..irrspective nominee or any other status of director
